Busan Metropolitan City announced that it
will establish and implement deliberative and communication processes involving
citizens and members of the cultural and arts community in order to reach swift
decisions on key cultural policy issues, including the construction of a branch
of the Centre Pompidou and the opening performance of the Busan Opera House,
featuring a guest performance by La Scala.
First, taking into account the distinct
circumstances and characteristics of the two issues, the city plans to
establish tailored deliberative processes for each case to sufficiently gather
the views of citizens and cultural and arts professionals. It will also seek to
build policy consensus through communication with the city council and civic
organizations.
Regarding the proposed Centre Pompidou
branch, the city plans to form an expert-led joint review panel in August to
enhance the objectivity of its policy assessment. The panel will conduct a
thorough review of relevant materials and hold review meetings before preparing
a final report of its findings.

Based on the conclusions reached through
the deliberative process, Busan Metropolitan City plans to convene the Busan
Cultural Cooperation Committee in September to deliberate on the two projects
and formulate final recommendations on whether to proceed with them.
The following month, at the end of
September, Mayor Jeon Jae-soo will hold a live-streamed town hall meeting in a
discussion format, directly listening to the views of citizens and cultural and
arts professionals on Busan’s cultural and arts policies and sharing his own
views.
Mayor Jeon Jae-soo said that, based on the
deliberative process, the recommendations of the Cultural Cooperation
Committee, and public feedback gathered through the town hall meeting, he will
make and announce the final decisions in early October on whether to proceed
with the construction of the Centre Pompidou branch and the La Scala
performance.
